PGE Baltica, a company belonging to the PGE Group, has signed an agreement with DORACO Construction Corporation for the construction of an operations and maintenance base in Ustka. The modern facility will serve as a key support center for offshore wind farms in the Baltic Sea. Construction work is scheduled to begin this spring.
“The signing of the agreement by PGE with the contractor for the operations and maintenance base is another milestone in our plans for the development of offshore wind energy in the Baltic Sea. The port in Ustka is the heart of the entire energy production management system from offshore wind, without which farms such as Baltica 2 could not operate efficiently. For the implementation of this investment, we have engaged the renowned Polish construction company Doraco, which has extensive experience in hydrotechnical projects. This is another entity from Pomerania participating in the construction of the operations and maintenance base. Thus, we maintain one hundred percent participation of domestic contractors in our Ustka project,” said Dariusz Marzec, President of the Management Board of PGE Polska Grupa Energetyczna.

It is a great satisfaction for us that we can contribute to the country’s energy transformation, using our knowledge and hydrotechnical practice. Cooperation with PGE Baltica is also an opportunity to involve many Polish companies as subcontractors, which is an important element of our strategy. We enthusiastically embark on the construction of the base in Ustka, believing that we will create a foundation that will foster the further development of offshore wind energy in the Baltic Sea. What was still in the design phase yesterday will begin to take engineering shape from today. We look forward to further investments that will utilize local content to such a large extent, which is an example worth following in the market,” said Radosław Jarosiewicz, Vice President of the Management Board of Doraco Construction Corporation.
The general contractor will prepare complete project documentation and build new facilities in the western part of the Ustka port. Their tasks also include obtaining valid permits for use.
The operations and maintenance base (O&M), being built by PGE Baltica in Ustka, will be constructed on an area of over 2.3 hectares at the site where the “Korab” fish processing plant once operated. It will consist of an administrative and social building, a warehouse building, a maneuvering yard, and a wharf where special, fast service vessels for transporting crews to the offshore wind farm area (known as CTVs – crew transfer vessels) will dock. An internal parking lot is also planned. Green areas with a total area of approximately 5,500 square meters will be created around the base buildings.
PGE Baltica already has a valid building permit for the base. Construction work is planned to begin this spring, with completion scheduled for the fourth quarter of 2026. The first wind farm to be serviced from PGE’s Ustka base will be the Baltica 2 offshore wind farm, which PGE is building in the Baltic Sea together with the Danish company Ørsted. It is scheduled to be commissioned in 2027. In addition to its future service function, the Ustka base will provide support during the construction of this farm at sea. Teams of employees supporting the construction process will depart from Ustka.
